We keep two compliance layers separate here: sourcing the data (public sources, GDPR legitimate interest) is one thing, while sending commercial communications is a separate matter — the channel and the consent requirement (art. 10 of the Polish Act on Providing Services by Electronic Means and art. 172 of the Telecommunications Law for direct marketing) are set per engagement, because a GDPR basis alone does not replace consent to send.
